A specific amount of genuine volunteer work is acceptable, provided tourism stays the main aim of your visit. You will receive the Australia eTA but the one issue is that you won't get to utilize it until the holiday or travel visa expires as the dates are fed in the computer system. Allow a lot of time for obtaining a PCC and accept that you might not get one.
